Description Of Duties/Essential Functions
Houston Water is a team of approximately 1,500 drinking water and wastewater professionals, including but not limited to operators, mechanics, engineers, scientists, planners, regulatory and business personnel. The City of Houston Water and Wastewater Utility is a regulated public health agency governed by federal and state laws.
Drinking Water Operations (DWO) is seeking a qualified and experienced Division Manager to oversee the DWO’s Supply and Services Contracts. The successful candidate will lead a team of Contract Technical Representatives (CTRs) and User Department Representatives (UDRs) responsible for the management and execution of ‘mission-critical’ contracts supporting the City’s Drinking Water services. This position will play a crucial role in ensuring the reliability, safety, and efficiency of the city's Drinking Water infrastructure.
Leadership & Management
Key responsibilities include, but are not limited to:
- Lead, manage, and mentor a diverse team of CTRs and UDRs.
- Foster a collaborative work environment to ensure successful contract management and execution.
- Develop strategic plans to meet short-term operational goals and long-term sustainability of DWO’s services.
Contract Management:
- Oversee the development, negotiation, and administration of contracts that are critical to the operation and maintenance of drinking water services.
- Ensure all contracts comply with city policies, state regulations, and federal guidelines, particularly as they relate to drinking water standards.
- Serve as the main point of contact between the department and vendors, ensuring timely resolution of issues and maintaining strong relationships with service providers.
Operations Oversight:
- Coordinate with internal stakeholders to ensure seamless integration of contract services with the DWO’s operational needs.
- Monitor performance of vendors to ensure they adhere to contractual requirements related to water quality, safety, and regulatory compliance.
- Address operational challenges proactively and work toward continuous improvement in service delivery.
Regulatory Compliance:
- Ensure that all drinking water operations comply with local, state, and federal drinking water standards, including the Safe Drinking Water Act.
- Collaborate with regulatory agencies to ensure adherence to all applicable laws and regulations.
Budgeting & Financial Oversight:
- Actively participate in budget preparation and monitoring, ensuring efficient allocation of funds/resources to meet operational needs.
- Analyze financial reports and provide recommendations for cost-saving initiatives without compromising service quality.
- Ensure fiscal responsibility in contract management, including tracking expenditures and reviewing financial performance, partnering with DWO’s Budget & Financial Team by providing technical insights as requested.
Stakeholder Engagement:
- Serve as a liaison between Houston Public Works and other City departments, community organizations, and regulatory bodies to enhance Drinking Water services.
- Communicate operational updates, contract statuses, and project developments to senior leadership and external stakeholders.
Emergency Response:
- Participate in the emergency management response for DWO, ensuring continuity of services during natural disasters or other emergencies.
- Lead efforts to develop and update contingency plans for operational disruptions
WORKING CONDITIONS
The position may require bending and/or lifting of items of up to 40 pounds and/or long periods of walking on rough surfaces. There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. And may also involve occasional exposure to chemicals substances and soiled materials.
This is a Department of Houston Public Works Management position at the Tier II Level.
Minimum Requirements
EDUCATIONAL REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Accounting, Engineering or a field closely related to activities of the division.
Experience Requirements
Seven years of progressive professional experience closely related to the activities of the division are required, with at least three of the years in a supervisory capacity. A Master's degree in Business Administration, Public Administration or a field closely related to the activities of the division may be substituted for two years of experience.
Directly related professional experience may be substituted for the education requirement on a year-for-year basis
License Requirements
None.
PREFERENCES
Preference will be given to candidates with substantial experience in managing contracts and leading technical teams, particularly within the water utilities sector. Individuals with a deep understanding of drinking water operations, regulatory compliance, and experience in overseeing mission-critical contracts will be highly valued. The ideal candidate should demonstrate strong leadership capabilities, advanced analytical and problem-solving skills, and the ability to navigate complex technical and regulatory environments. Additionally, candidates with a proven track record of working in dynamic, fast-paced settings, excellent communication abilities, and proficiency in technical writing and budgeting will be preferred. Experience in emergency response management and developing contingency plans is also highly desirable.
