SUMMARY: To provide management and direction of all Benefits activities for the South Portland School Department and contribute to the operations of the Business Office so that it may support the systems’ educational process in a proficient and effective manner.
ESSENTIAL DUTIES AND RESPONSIBILITIES: (Other duties may be assigned.)
Manages the School’s benefit packages (e.g. health, dental, vision, life insurance, LTD). Serves as liaison to all providers (not including MainePERS) and provides necessary communication regarding those matters.
Conducts new employee orientations and ensures that employees are informed of all pertinent salary and benefit information and employees are appropriately enrolled in selected benefits.
Meets with employees in both group settings and individual meetings to discuss Benefits related matters.
Manages open enrollment period for all employees and vendors.
Coordinates and serves as liaison for all aspects of Workers Compensation and serves as the district’s Safety/Compliance contact.
Files injury reports and monitors claims, lost time, work restrictions and duty modifications.
Maintains OSHA record keeping and reporting.
Maintains publicly posted employment posters.
Attends meetings and represents the district at unemployment compensation, workers’ compensation and labor department hearings as necessary.
Ensures compliance with federal/state employment laws and human resource programs and policies.
Assists the Business Office in the interpretation and application of fair and legal personnel management principles, practices and policies.
Assists in planning and providing direction in the development of short and long range plans for Benefits Administration.
Performs all other assigned duties as required to maintain the efficient operation of the Department and as assigned by the Director of Finance, HR and Operations

EDUCATION and/or EXPERIENCE:
Advanced degree in Human Resources or related field preferred.
Minimum of five (5) years of human resource related experience.
Professional Human Resource Certification and/or school experience preferred.
In lieu of the above, any equivalent combination of training and experience that provides human resource knowledge, abilities and skills may be considered at the discretion of the Superintendent.
Valid DOE fingerprinting certification (CHRC).
LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, benefits policies and insurance documents. Ability to write routine reports and correspondence. Ability to speak effectively with and before staff.
MATHEMATICAL SKILLS:
Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio and percent and to draw and interpret bar graphs.
REASONING ABILITY:
Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.
OTHER SKILLS and ABILITIES:
Ability to operate a personal computer and related software. Ability to develop effective working relationships with students, staff and the school community. Ability to communicate clearly and concisely, both orally and in writing. Ability to perform duties with awareness of all district requirements and Board of Education policies.
PHYSICAL DEMANDS AND WORK ENVIRONMENT: The physical demands and work environment described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Position requires the ability to work in an office setting. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts, driving an automobile, etc. Must be able to lift 25 pounds.
The work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices and meeting or training rooms, use of safe work practices with office equipment, avoidance of trips and falls, observance of fire regulations etc. The work area is adequately lighted, heated, and ventilated. The noise level in the work environment can be noisy due to the flow of staff through the office. The employee continuously interacts with staff and occasionally meets multiple demands from several people.
TERMS OF EMPLOYMENT:
(52) week work year with salary and benefits established by agreement between the South Portland Board of Education and the employee.
