Job Summary:
We are seeking a skilled and detail-oriented Human Resources Specialist to join our team. The successful candidate will be responsible for supporting the HR function in federal government recruitment, placement and personnel action processing.
Responsibilities:
Assists HR Specialists, team leaders, supervisory officials and other staff that participate in personnel functions by performing technical and administrative work in support of recruitment and placement programs including merit promotion, delegated examining, direct hire, special appointment authorities, and others. Incumbent will also support HR Specialists with the processing and tracking of all personnel actions involving the employee’s lifecycle at the agency (e.g., Promotion, Duty Station Change, Reassignment, Pay Adjustment).
Duties include the following types of work:
- Extend written and verbal job offers to selectees.
- Assign new hire and onboarding forms to selectees in USA Staffing Onboarding Manager.
- Assists applicants with pre-employment paperwork by setting up user profiles in HR system, resetting passwords for applicants when needed, and issuing needed documents to applicants for completion.
- Manage new hire profiles in agency’s talent acquisition system (i.e., USA Staffing)
- Initiate and code personnel actions resulting from recruitment, placement, staffing and other activities (appointment, promotions, conversions, etc.) in agency’s personnel system (i.e., PeopleSoft HCM). This includes determining the appropriate nature of action, legal authority, remarks, veterans’ preference, service computation date, and other required data elements per OPM’s Guide to Processing Personnel Actions (GPPA), OPM’s Guide to Data Standards, and agency specific policies/procedures.
- Assemble pre-appointment packages in agency’s internal tracking system (i.e., WiTS).
- Attend new employee orientation sessions at the beginning of each pay period.
- Set employee’s pay.
- File recruitment cases and other administrative paperwork.
- Scan and organize recruitment and personnel files.
- Provide a variety of general information regarding recruitment program functions, processes, and procedures.
- Communicates various topics to applicants newly hired by the agency including, but not limited to, first day reporting logistics, tax and pre-employment paperwork, navigating HR systems, etc.
- Communicate with administrative program staff as needed to ensure prompt, complete, and accurate action processing.
- Use various automated HR systems to perform technical and administrative support functions.
- Process a wide variety of reoccurring and unique HR actions such as special appointments and programs such as consultants, visiting program for scientists, associates, fellows, residents and various student employment programs transfers and conversions between HR systems.
- Generate a wide variety of reports by identifying, gathering and summarizing system data. (i.e. EOD’s, and NTE reports).
- Provides advice and assistance regarding automated HR systems. Inputs data for tracking purposes with little to no error.
- Perform other duties as assigned to support HR Specialist in the recruitment and appointment, and employee’s life cycle processes.
- Providing a variety of general information regarding recruitment program functions, processes, and procedures to current employees and to new hires.
- Conducts service calculations for employees and/or re-computes service calculation dates using EOPF (Electronic Official Personnel Folder) and automated computer software.
- Provides required employment verification and requests appropriate records from the National Records Center, as well as forwarding the records of departed employees.
- Obtains employment histories from other agencies (SF-75), the Federal Records Center (SF-127), and outside sources.
Qualifications
- Bachelor's degree in Human Resources or related field
- Strong understanding of Federal Human Capital Management, at least 4 years of experience
- Experience with PeopleSoft and other HR systems like USA Staffing
- Excellent communication skills and ability to work with diverse teams
- DEU Certification would be a plus
Job Type: Full-time
Pay: $85,000.00 - $95,000.00 per year
