Title: Senior Human Resources Specialist (Program Manager) (Lead)
Period of Performance: One year plus four option years.
Place of Performance: Philadelphia, PA, Memphis, TN, Ogden, UT, Holtsville, NY, Austin, TX, Kansas City, MO - telework up to 50% of work schedule
Education: Bachelor’s degree or higher.
Salary: Depends on experience
Investigation: Tier One.
Qualifications:
- 5 years as a supervisor or manager that includes 3 years in a position that exercised operational control over a DEU.
- 3 years of experience working at the journeyman level within a Federal DEU within the past 5 years.
- Possesses an OPM certification or notification that the individual meets the required OPM DE training requirements.
- Active Project Management Professional (PMP) or Program Management Professional (PgMP) certification or 5 years of experience relating to Project/Program management. Knowledge and Application of Delegated Examining
- Experience Using Human Resource Reference Materials and Online Staffing Resources
- Experience Using HR Automated Systems, including USA Staffing
- Knowledge and Understanding of Recruiting and Special Appointing Authorities
- Experience Creating Job Opportunity Announcements
- Experience Evaluating Applications
- Experience Making Qualifications Determinations and Analysis
- Understanding of Veterans Benefit Programs
- Knowledge and Application of Category Rating
- Experience Preparing and reviewing Requests for and Processing of Personnel Actions
- Experience creating certificates
- Experience managing selections
Scope: Program Manager over the non-competitive hiring process and internal placement activities and processes. Prior work experience in either Federal competitive staffing and/or internal merit promotion operations. Classroom training providing a knowledge of basic Federal staffing policies, procedures, methods, and techniques. Knowledge of Federal personnel management procedures, including applying and following merit system principles. Understanding the Merit Promotion Process and agency Plans
