DESCRIPTION OF DUTIES / ESSENTIAL FUNCTIONS
The Employee Relations section of General Relations ensures all employee relations activities are compliant with applicable city policies/procedures, Code of Ordinances, federal, state, and local laws, and regulations. It is also the city’s agent for sustaining effective employment relationships in the workplace. This position supervises and directs the management, coordination, implementation, administration, and operations of Employee Relations for the section.
The Human Resources Supervisor duties include but are not limited to:
- Oversee the administration of the professional Human Resources services in coordinating and directing employee relations activities.
- Provides guidance in employee relations activities which include, but are not limited to Grievances, employee concerns, ECRPs, EEOC Complaints, Disciplinary/Corrective Actions, Medical Separations, Employee Counseling, Threat Assessments, Last Chance Agreement, and Texas Public Information Act requests.
- Establishes performance goals and measurements.
- Provides guidance, motivation, development, and training for staff members.
- Assists with policy development.
- Establishes procedures, guidelines, and project schedules to short term initiatives or specific project(s).
- Supports the business with reliable and responsive HR service.
- Aligns programs with overall business and HR goals and priorities.
- Effectively executes programs to ensure quality service in terms of both timelines and effectiveness.
- Researches the new developments in Human Resources and related fields.
- Reviews and evaluates new data, products, and other information.
- Manages and directs the section staff.
- May perform other duties as assigned.
WORKING CONDITIONS
The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort in a normal office environment.
Minimum Requirements
EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Social Science, Liberal Arts, or a related field. A related Master's degree may substitute for two years of the experience requirement.
Experience Requirements
Four years of related professional personnel experience are required.
Related experience beyond four years may be substituted for the education requirement on a year-for-year basis.

Preference will be given to successful candidate(s) that have knowledge, skills, or ability to perform the functions of these roles. Candidate(s) should have effective written and verbal communication skills. Must possess ability to handle all information as confidential and able to multitask to meet deadlines. Excellent interpersonal skills and ability to maintain good working relationships with internal/external customers and partners.
