Job Purpose
Under limited supervision the Recruitment and Employment Services Director will report to the Human Resources Director. This position serves as the lead Recruiter for the Department of Juvenile Justice. This position will also be responsible for monitoring hiring and staffing trends both internally and externally and ensure the agency is aligned to achieve it's overall objectives by identifying and recruiting the best talent. This position will also lead and oversee all aspects of the recruiting and employment services onboarding process to ensure an efficient pre- and post-employment process while maintaining compliance with DJJ, State and Federal policies.
Job Responsibilities
- Lead recruitment efforts and initiatives by identifying and recruiting top talent for the Department of Juvenile Justice.
- Oversees and strategically utilize the NEOGOV platform to identify and recruit qualified candidates for the Department of Juvenile Justice to include effective agency usage and compliance.
- Ensures accuracy of workflow and data for accurate state and federal reporting.
- Ensure external avenues are established to better identify available talent through social media, colleges, universities, military resources, etc. to identify unexplored options to create both short- and long-term strategies to decrease the agency’s vacancy count.
- Researches and recommends new sources for active and passive candidate recruiting.
- Develops and implement tactical and strategic goals for the recruiting, retention and hiring processes.
- Conducts regular follow-up with managers to determine the effectiveness of recruiting plans and implementation.
- Recommends policy changes.
- Develops and implements procedures relating to recruitment.
- Advises Human Resources Director to ensure compliance with all employment laws and regulations, and company policies.
- Oversee all onboarding tasks within the Human Resources department to ensure compliance with and the completion of all mandatory paperwork and documents to include all pre- and post-employment testing.
- Performs other related duties as assigned.
Minimum And Additional Requirements
STATE MINIMUM REQUIREMENTS:
A bachelor's degree and 5 years of experience in progressive human resources management programs to included recruiting and retention.
Additional Requirements
- Must have a demonstrated and proven knowledge of effective recruiting and retention principles and practices in conjunction with human resources management.
- Knowledge of federal and state policies and procedures as it pertains to recruiting and employment.
- Knowledge of management and organizational concepts as it pertains to the state of South Carolina as well as the Department of Juvenile Justice.
- Under limited supervisor, must have the ability to establish and maintain effective working relationships that create and sustain an inclusive and collaborative work environment.
- Ability to analyze and predict staffing needs and resources and to recommend and communicate solutions effectively.
- Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures.
- Ability to direct and advise staff members towards established objectives.
- This position performs job duties relating to custody, control transportation of youth within the jurisdiction of the Department of Juvenile Justice, and the employee may have direct and indirect contact with youth within the jurisdiction of the Department of the Department of Juvenile Justice. Training applicable to these duties will be provided.
- May require local, long distance same day or overnight travel, to include travel throughout the state of South Carolina.
- Sitting at desk for periods of time; standing to deliver training; lift 10lbs; must be able to bend and reach.
Preferred Qualifications
PREFERRED AGENCY REQUIREMENTS:
- Demonstrated ability to develop and lead a team to desired recruitment outcomes.
- Experience working with applicant tracking systems.
- Ability to create data tracking mechanisms to identify key data points and establish trends for decision making abilities, as well as derive a plan to execute the findings.
