IT Concepts, Inc. (ITC) is seeking an experienced Transition Staffing/ Recruiting Lead to support all Pre-Award, Contingent, and newly awarded contracts. Transition Staffing/Recruiting Manager is responsible for overseeing and executing staffing and recruiting strategies to support organizational transitions, such as mergers, acquisitions, expansions, or restructuring efforts. This role ensures that staffing needs align with organizational goals while managing timelines, budgets, and compliance requirements. The ideal candidate will be a strategic thinker with a deep understanding of workforce planning, talent acquisition, and change management.
Responsibilities:
Strategic Workforce Planning
- Collaborate with leadership to understand transition-related staffing needs and goals.
- Develop workforce strategies to address gaps, surpluses, or critical skill shortages.
- Align recruitment plans with organizational objectives and timelines.
Recruitment and Selection
- Manage end-to-end recruitment processes, including sourcing, screening, interviewing, and onboarding.
- Develop targeted recruiting campaigns to attract qualified candidates for transition-critical roles.
- Utilize various recruitment channels, including job boards, social media, employee referrals, and recruitment agencies.
- Ensure a positive candidate experience throughout the hiring process.
Change Management Support
- Partner with HR and leadership to anticipate and mitigate staffing challenges during transitions.
- Assist with role realignments, reassignments, and reorganization efforts.
- Maintain transparency and communication with stakeholders regarding recruitment progress and workforce changes.
Compliance and Reporting
- Ensure all staffing activities comply with employment laws, company policies, and industry regulations.
- Maintain accurate documentation of recruitment efforts, candidate information, and hiring metrics.
- Generate reports to track progress against staffing goals and identify areas for improvement.
Team Leadership and Collaboration
- Lead and mentor a team of recruiters or staffing coordinators, as needed.
- Collaborate with HR, department heads, and transition teams to align on staffing needs.
- Build and maintain relationships with external vendors, contractors, and recruitment partners.
- Serves as centralized POC for all transition & execution staffing requirements to meet customer needs
- Reviews selects, and places candidates in the correct LCAT/Skill Level.
- Resolves conflicts in staffing needs across recruiting teams of the prime contractor and subcontractors.
- Monitor staffing levels, track workforce metrics (such as turnover rates, vacancy rates, and time-to-fill positions), and adjust recruitment strategies as needed.
- Maintains a centralized 'best athlete' database of all viable candidates to meet all contractual staffing requirements.
- Project vacancies and establish the time-phased flow of personnel to ensure complete staffing.
- Manage the onboarding process for new employees, ensuring that they receive the necessary training, security clearances, and resources to be integrated into their roles quickly and effectively.
- Provide recommendations for staffing timeline adjustment based on implementation changes and/or the availability of qualified applicants for critical roles.
Location: Remote, reside in the United States and able to work EST hours. Willing/Able to travel per company and contract needs.
- Education and Experience
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- 5+ years of experience in talent acquisition, staffing, or HR management.
- Experience managing staffing during organizational transitions is highly preferred.
- Skills and Competencies
- Strong understanding of workforce planning and talent acquisition strategies.
- Excellent interpersonal, communication, and negotiation skills.
- Proven ability to manage multiple priorities and meet deadlines in a dynamic environment.
- Proficiency in applicant tracking systems (ATS) and HR management software.
- Analytical skills to assess recruitment data and workforce trends.
- Knowledge of employment laws and regulations.
- Federal Government Contracting experience with Proposals, Contingent, and New award processes.
- Proficiency in analyzing staffing data, such as time-to-hire metrics, retention rates, and workforce demographics, to make informed staffing decisions and improve recruitment processes.
- Strong problem-solving and analytical skills
- Excellent communication and collaboration abilities
- Ability to work with Teams, but self-motivated to complete projects on your own.
- Ability to adapt to changing staffing requirements, manage recruitment challenges, and develop creative solutions to meet short-term and long-term staffing needs
- Preferred Qualifications
- Professional certifications, such as PHR, SPHR, SHRM-CP, or SHRM-SCP.
- Program Manager level certifications and experience
- Experience with large-scale hiring initiatives or project-based staffing.
- In-depth knowledge of federal hiring laws, DoD-specific recruitment policies, and procedures, including EEO guidelines and veteran preference programs.
- Ability to assess current workforce capabilities, predict future staffing needs, and create strategic recruitment plans to address those needs effectively.
Clearance Requirements:
- Must be willing/able to get DOD Secret clearance, prefer to have active DOD Secret, TS/SCI may be required for some positions
